Hello:

I thought it better to rephrase my question as follows;

When the audio information is decoded from its "stored" format (eg., MP3, WMA, OGG, AAC, etc.) is the result of the decoded data "RAW" PCM data?

Yes, decode process will turn compressed data into raw PCM data samples.
